How to avoid discrete event applied to reservoir resulting in recursive loop?

I want to 'reset' a reservoir element periodically (OnChanged Month, model in daily timesteps) using some values which are calculated from this reservoir using discrete change set to "replace".   I tried setting the element to "for simultaneous events apply only once" but I still get a recursive loop, is this a bug or am I applying discrete change incorrectly?

  Doing something like this can be tricky and can easily result in recursive logic if done incorrectly.  Which organization are you with?
